The emulator is designed to provide comparable performance to an actual device. Before you publish your app to the Windows Store, however, we recommend that you test your app on a physical device.
You can test your universal app using a unique Windows 10 Mobile emulator image for various screen resolution and screen size configurations. You can simulate real-world interaction with a device and test various features of your app by using the tools included in the Microsoft Emulator.

Microsoft Emulator runs as a virtual machine on Hyper-V, the virtualization technology for Windows 10. To run the emulator, your computer must meet the following requirements.
The Microsoft Emulator Setup configures the prerequisites for you silently when you install the emulator. If the setup succeeds in configuring the environment, the emulator simply works as expected. In some cases, you may have to enable these prerequisites manually.System Requirements:

- Click the Download button for EmulatorSetup.exe and then select the option to Run and follow the instructions that appear in the wizard.

Microsoft has released a new ROM for the Visual Studio emulator for Windows 10 Mobile using Build 15063.
The build is believed to be the near final build of the Creators Update for Windows 10 Mobile and should allow developers to test their applications in the run-up to the release of the OS some time after April.
The emulator, which requires Visual Studio 2015, lets developers simulate real-world interaction with a device and test the features of their app by using the tools included with Microsoft Emulator for Windows 10 Mobile. It provides a virtualized environment in which they can debug and test Windows apps without a physical device. It also provides an isolated environment for application prototypes.
PCs need to have at least 4 GB of RAM, Hardware-assisted virtualization, Second Level Address Translation (SLAT), and Hardware-based Data Execution Prevention (DEP).

Is there any way to emulate Windows Mobile without Visual Studio?
I know there is some kind of application called Microsoft XDE but I cant find anything about that e.g. downloads, articles overall.
I just want a Standalone Emulator or smh VM?
And there arent any ways to import Windows Mobile images into the Microsoft Emulator the program from the Microsoft Store.
And if there was a way then I didnt had any images so…

Windows 10 Mobile Emulator with build 10563 is now available for download. This is a part of new SDK Preview that contains myriad bug fixes and under development changes to the API surface area. However, Microsoft clearly states that if you are working on a new app, you should not install it.
Microsoft also says that it is recommended to uninstall previous versions of SDKs and emulators as they might conflict with the newer version. This will also prevent user interface clutter in Visual Studio when targeting a particular emulator.

Updated tests in the Windows App Certification Kit
The “App prelaunch” test was enabled. This test proactively prelaunches and keeps apps in the background, verifying that the app handles the prelaunch scenario correctly.
The “App resources” test now runs correctly against UWA apps. This could result in failures not previously seen but for which the apps were always expected to pass.
The “Supported APIs” test no longer fails the app if the app invokes approved APIs by ordinals.
