The Microsoft® Windows® Installer is an application installation and configuration service. WindowsInstaller-KB893803-v2-x86.exe is the redistributable package for installing or upgrading Windows Installer. This revised package replaces the previously released redistributable package named «WindowsInstaller-KB893803-x86.exe» and addresses the issue discussed in KB Article 898628: Windows Installer fails silently after you upgrade to Windows Installer 3.1.

Note for users of previous versions of the Windows Installer: The new Windows Installer redistributable follows a new naming convention that contains a knowledge base reference so it is easier to identify which version of the Windows Installer will be installed. The previous naming convention, INSTMSI.EXE, will no longer be used.

На одном из компьютеров с захламленной системой при установке софта начала вылазить ошибка не удалось получить доступ к службе установщика Windows Installer. Возможно не установлен Windows Installer. Обратитесь за помощью к службе поддержки и в таком духе.
Начал чинить — пробовал переводить службу в режим ручного запуска, чистить реестр, восстанавливать с помощью sfc — не помогало. Говорят еще нужно восстановить определенные ключи реестра с рабочей машины — этого делать не стал. А поступил по-другому — скачал с сайта Microsoft — Windows Installer 4.5 Redistributable — Русский и установил его, перезагрузился и заработало.

P.S. вроде бы по этой же причине не устанавливался антивирус Касперского выдавая код ошибки 0х8004ff01 и переустановка инсталлера помогла.
Windows Installer (установщик Windows) — программа, необходимая для инсталляции, настройки и удаления приложений, подготовленных к распостранению в инсталляторе Microsoft (файлах с расширением .msi). Является компонентом Windows, начиная с Windows 2000 но может устанавливаться и на более ранние версии Windows.
