This was the Windows 7 upgrade adviser, a tool to help you upgrade from Windows Vista to Windows 7. I’m unsure if it will work on Windows 7, but do know it most likely will not work on Windows 2000 or lower. Also this requires a connection online to Microsoft’s servers.
