One quick thing about LTSB 2016:
On my hardware, I get really terrible performance/stuttering from newer games when using LTSB 2016. Apex Legends and Division 2 for example. This is right after a format/clean install by the way.
On LTSC 2019, no performance issues whatsoever. Just a heads up from someone who is extremely OCD about frametimes.

You should mention LTSB versions do not support FSE (Fullscreen Exclusive) optimization and LTSC does.
LTSC lacks driver support for NVidia cards that allows madVR to correctly memorize and enforce proper 23.977Hz custom refresh rate mode.
LTSC is more fluid with Android mobile phones too, allows to quickly rename Android phone folders, while LTSB makes it last a while.
In LTSC you cannot access Inbox AppX repository to make changes, only to look.

LTSB has a proper Fullscreen Exclusive mode, LTSC doesn’t.
That’s a good reason to stay on LTSB (in my opinion).

Well, «doesn’t» is a little strong. You can right click the exe and go to properties → compatibility → Disable Full Screen Optimizations, and you’ll get «true» exclusive fullscreen back. But, this needs to be done for each executable, there’s no global switch as of 1807 (afaik).
Not entirely on topic but I would love to get a good, in-depth rundown regarding the pros and cons of FSE Optimizations, particularly to someone who doesn’t alt-tab, or use multiple monitors or overlays. Does it add input latency? What about performance?

A huge con of LTSB 2015 for me is the lack of newer .NET Framework releases. I think it got up to .NET Framework 4.6.2?
Atleast with LTSB 2016 and up you get the latest .NET updates (the latest 4.8 preview is still 1607 compatible). -
It’s not strong.
LTSC/1809 doesn’t have a PROPER fullscreen exclusive mode, compare FSO on 1607 and compare it on 1809, it’s completely different, also check the famous «Stuttering[…]» thread on NVIDIA Forums, a lot of people also confirmed, there’s no TRUE exclusive fullscreen mode on 1809.
Anyway, i have stuttering issues on some games (Like GTA V/R6S) on 1809 with FSO enabled, if i disable it i have less input lag but i still have stuttering (related to the famous standby bug).
And yes, there’s a global switch to DISABLE FSO on 1607, but there’s no way to disable it globally on 1809.

I think the increased number of processes in 1809 is mostly due to the fact that they changed the service model, there are more instances of svchost.exe than there were in the past because less services are hosted within each of them making the whole thing more reliable. The number of processes is not really relevant, most of them are background and the scheduler should be able to handle hundreds of them efficiently. And if you really want to measure performance, you should use PerfMon, or at least use ProcMon/ProcExp because Task Manager information is not always accurate.

I think most of the stuttering issues in some games like GTA V for example, are from the Steam application. It phones home quite often while playing. If you think not, try un-checking everything in the steam.exe app, and then putting read a only onto steam.exe. Then any stuttering you get, while playing, will be from other apps not related to gaming, phoning home and other issues with drivers, for example. I’ve tried to use LTSB 2015 and 2016 and also LTSC with the same stuttering problem results, some OSs more, some less; but it’s enough in all three, to ruin the game especially in GTA V, when you vehicle keeps going with no control, or your weapon keeps shooting and doesn’t stop. The only operating system that this does not happen in is Windows 7. Too bad MS is ending support for Windows 7, oh well; and direct x 12 is not available in it, except for 1 game I think. (Nice going MS, we are stuck with dual booting and risking hackers and virus.).

I’ve not had any stuttering problems with games on LTSC, but mention of fullscreen optimization prompted me to look into it. On my LTSC installation I have Game bar and Game Mode set to off. From what I can gather that does disable fullscreen optimizations across the board, but I’m not sure on that.

I stopped having stutters after I removed proper components along with others components HT+Gaming PC does not need with NTLite. NTLite free version can remove those components. They are listed as:
— Game Explorer (in Media component section)
— Xbox-related stuff (in Store/AppX-related component section)The registry entries you listed have nothing to do with FSE Optimization and those registry entries do not prevent from parasitic game-related DLL files attaching to game .exe files and applying some settings. FSE Optimization in 1809 works well and if you disable it, some games will stop using G-Sync and others will not load if you use ReShade/SweetFX, but only on versions newer than 1607. 1607 does not have it and therefore G-Sync works fine with it. FSE Optimization does something with mouse input, makes it glide somewhat, it’s hard to explain, but it helps with ALT+TABing games in Fullscreen Exclusive Mode. It also makes Fullscreen Exclusive mode load significantly quicker.

Enough internet bandwidth is also not available in my area to handle regular Windows 10’s frequent updates. I know technically what codebases they are based on — 10240 (TH1), Anni. Update (RS1), Oct. 2018 Update (RS5). And their features too. But I have never used LTSB/LTSC on a daily basis. How’s the LTSB experience like? Is there any major advantage of using older LTSB vs newest LTSC for lovers of 8.1/7 who don’t care about any bells and whistles/extra crapware? Since I don’t care about running latest, and don’t mind running oldest supported OS where drivers are available, should I go with LTSB 2015 or LTSB 2016. I know that LTSC 2018 is incredibly buggy with multiple serious issues (RS5 regular ISO was pulled and fixed version is still not out).
Just give me an idea if there is any major reason to go with LTSB 2015 or LTSB 2016. I am leaning towards LTSB 2015 because LTSB 2016 has UWP system tray (notification area) craplets which are annoyingly slow for me.
