предположу что в безопасный режим вы хотите войти не просто так, и уж очень хочется узнать предисторию
О какой редакции и каком билде ос идет речь?
Шифрование и антивирус установлены и включены?
Как входите в безопасный режим: через меню восстановления, через изменения msconfig или по f8?

Да, и вот еще. За несколько дней до того как, вдруг система стала запрашивать пароль от учетной записи имя@hotmail.com, который как бы был изменен. Что не так. Но зашел и подтвердил на странице Майкрософта.

- Next, verify the restore details, and then click on Finish to start the process.
If Store was working fine a few weeks or months back, then recently installed third-party software, especially anti-virus utilities, that might be crashing the app or the OS in some way.

Whenever I open an app or run a scan, my computer displays a message saying «We can’t open this ‘ms-contact-support’ link». I have tried to look up an answer for this online, but no one has talked about it.

Contact support app
I never noticed this app before until today. An app listed in start menu called ‘Contact Support’. So I clicked it just to take a look. But the app just starts to open and then immediately crashes/shuts off. I logged into another user acc on my machine and it opens just fine.
Usually if an app is playing up on my computer I go into the settings — apps list and reset the app which normally sorts things out. But contact support is missing from the list. Does anyone use the app and have any problems with it?

Phone Link not showing Contact Names….again
I was able to fix this on my computer by following these steps:
- In the Phone Link app on PC, go to Settings, click the My Devices tab, and use the ellipsis (…) menu on your device to remove it, then close the app.
- On your phone (mine is an Android), go to Settings, Apps, Link to Windows, Open, then remove your PC from the Linked Computers section.
- Restart your phone.
- Re-link the phone and PC by restarting the Phone Link app on your PC and following the step to add your device.
- Perhaps this is the critical thing, but I noticed in the Link to Windows app on Android, there is a toggle to «Sync contacts» under the list of Linked Computers, which was disabled for me. Turn this on.
Contacts are showing up again for me now — yay!

This is the suggested solution below if you haven’t already tried it.
In this Windows 10 build 10041, the Mail, Calendar, and People apps may be broken due to a licensing issue with the Store Beta. To get these apps working again, you need to follow these steps:
- Open powershell as administrator
- Run the command Get-appxprovisionedpackage –online | where-object {$_.packagename –like “*windowscommunicationsapps*”} | remove-appxprovisionedpackage –online
- Re-install Mail, People and Calendar from the Store (green tile)
