Symptoms

When you try to install a program in Windows 7 or Windows Vista, you receive the following error message:

«The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance.»

Resolution

To resolve this issue, use Method 1. If Method 1 does not resolve the issue, use the next method that is listed until you resolve the issue.

To reset the Windows Installer Service settings in the registry, create a registry file by using Notepad. Then, run the file to update the registry key. 

To do this, follow these steps:

  1. Click Start, and then type Notepad in the Search box.

  2. Under the Programs heading, click Notepad.exe.

  4. Click File, click Save As, and then name the file Msirepair.reg.

  5. In the Save as type box, click All Files (*.*).

  6. In the Save in box, click Desktop, and then click Save.

  7. On the File menu, click Exit to close notepad.

  8. On the Desktop, right-click Msirepair.reg, and then click Run as administrator. If you are prompted to enter an administrator password or provide confirmation, type the password, or click Continue.

  9. Click Yes when you are prompted to install the registry keys.

  10. Restart the installation process for the program that you want to install.

To start the Windows Installer Service, follow these steps:

  1. Click Start, and then type CMD in the Search programs and files dialog box.

  2. Right-click cmd.exe, and then click Run as Administrator.

  3. Type net start MSIServer, and then press ENTER.

  4. Restart the installation process for the program that you want to install.

To check that the Windows Installer Service is running, follow these steps:

  1. Click Start, type services.msc in the Search box, and then click Services under the Programs heading.

  2. In the Services (Local) list, right-click Windows Installer, and then click Properties.

  3. In the Startup type drop-down list, check that the value is set to Manual.

  4. The Windows Installer Service is running if the Service status: entryis set to Running.

If an earlier version of the program that you want to install is already installed on the computer, follow these steps: 

  1. Click Start, click Control Panel, and then click Uninstall a Program under Programs.

  2. Select the program in the list that you want to install.

  3. Click Uninstall (or Uninstall/Change in Windows Vista), and then follow the instructions or prompts to uninstall the application.

  4. Restart the computer.

  5. Restart the installation process for the program that you want to install.

This issue occurs when one or more of the following conditions are true:

  • You install or remove a program that uses the Microsoft Installer Service before you try to install the program on your computer.

  • The Windows Installer Service is not running.

  • The Windows Installer registry settings are corrupted or configured incorrectly.

Как правило очень часто пользователи сталкиваются с ошибкой Windows installer service could not be accessed. В журнале ошибок Windows данная проблема зачастую имеет номер 1719.

Причины появления ошибки 1719 установщика msiexec.exe

Данный вид ошибки может возникнуть из-за поврежденного системного файла msiexec.exe, который прямым образом отвечает за работоспособность службы – Установщик Windows. Поврежден же он может быть по разным причинам: это и последствия вирусной активности или возможные сбои при установке уже имеющихся программ.

Чтобы побороть данную ошибку для начала необходимо убедиться в отсутствии, казалось бы, на первый взгляд очевидных проблем.


Проверить наличие файла msiexec.exe по пути: C:\Windows\System32\


Попробовать перезапустить службу – Установщик Windows


Запустить командную строку с правами администратора и выполнить команду: sfc /scannow

Данные действия носят скорее всего “проверочный” характер и как правило не всегда помогают исправить ошибку, но, чтобы перейти непосредственно к кардинальным действиям, пользователю необходимо убедиться в отсутствии проблем на данном этапе. Если после проделанных действий сообщение об ошибке по-прежнему имеет место быть, то переходим к работам по её устранению.

1) Во-первых, нам необходимо попробовать зарегистрировать в системе библиотеку msiexec заново. Для этого в ранее открытой командной строке с правами администратора запускаем поочередно следующие команды:


%windir%\system32\msiexec.exe /unregister – команда отмены регистрации библиотеки msiexec.exe в системе


%windir%\system32\msiexec.exe /regserver – команда регистрации библиотеки msiexec.exe в системе заново

Для пользователей 64-х разрядных систем необходимо выполнить ещё две команды:


%windir%\syswow64\msiexec.exe /unregister – команда отмены регистрации библиотеки msiexec.exe в системе x64


%windir%\syswow64\msiexec.exe /regserver – команда регистрации библиотеки msiexec.exe в системе x64 заново

Если команды были выполнены успешны, то перезагружаем компьютер и проверяем наличие ошибки.

2) Если же проблема не пропала, то для её решения нам необходимо внести изменения в реестр, открыть который мы сможем через команду: Пуск > Выполнить > regedit

После чего откроем ветку реестра: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\CProPatches и найдем ключ Force.

Кликнем по нему двойным щелчком и в свойствах поменяем значение на единицу (1). После чего перезагружаем систему.

Обычно при выполнении выше перечисленных действий ошибка 1719 — Windows installer service could not be accessed пропадает и установка / удаление программ выполняется корректно. Не удалось получить доступ к службе установщика Windows Installer

Проверка работы службы «Установщик Windows», её запуск при необходимости

Первое, что следует проверить — не отключена ли служба «Установщик Windows» по какой-либо причине.

Для этого выполните следующие простые шаги

  1. Нажмите клавиши Win+R на клавиатуре, введите services.msc в окно «Выполнить» и нажмите Enter.
  2. Откроется окно со списком служб, найдите в списке «Установщик Windows» и дважды нажмите по этой службе. Если служба отсутствует в списке, посмотрите, есть ли там Windows Installer (это одно и то же). Если же нет и её, то о решении — далее в инструкции. Служба Установщик Windows в services.msc
  3. По умолчанию, тип запуска для службы должен быть установлен в положение «Вручную», а обычное состояние — «Остановлена» (она запускается только в процессе установки программ).
  4. Если у вас Windows 7 или 8 (8.1), а тип запуска для службы Установщик Windows установлен в «Отключено», измените на «Вручную» и примените настройки. Служба установщика Windows 7
  5. Если у вас Windows 10 и тип запуска установлен «Отключена», вы можете столкнуться с тем, что изменить тип запуска в этом окне нельзя (такое может быть и в 8-ке). В этом случае выполните шаги 6-8. Служба установщик Windows Installer
  6. Запустите редактор реестра (Win+R, ввести regedit).
  7. Перейдите к разделу реестра
    HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\msiserver

    и дважды нажмите по параметру Start в правой панели. Тип запуска службы Windows Installer в реестре

  8. Установите для него значение 3, нажмите Ок и перезагрузите компьютер. Изменить тип запуска на Вручную

Также, на всякий случай проверьте тип запуска службы «Удаленный вызов процедур RPC» (от него зависит работа службы установщика Windows) — он должен быть установлен в «Автоматически», а сама служба — работать. Также на работу могут влиять отключенные службы «Модуль запуска процессов DCOM-сервера» и «Сопоставитель конечных точек RPC».

В следующем разделе описывается, как вернуть службу «Установщик Windows», но, помимо этого, предложенные исправления также возвращают и параметры запуска службы по умолчанию, что может помочь в решении проблемы.

Если нет службы «Установщик Windows» или «Windows Installer» в services.msc

Если у вас Windows 10, 8 или Windows 7 Профессиональная (или Корпоративная), вы можете проверить, не были ли изменены политики установщика Windows следующим образом:

  1. Нажмите клавиши Win+R и введите gpedit.msc
  2. Перейдите к разделу Конфигурация компьютера — Административные шаблоны — Компоненты — Установщик Windows. Политики службы установщика Windows
  3. Убедитесь, что для всех политик установлено «Не задана». Если это не так, дважды нажмите по политике с заданным состоянием и установите его в «Не задано».
  4. Проверьте политики в аналогичном разделе, но в «Конфигурация пользователя».

Если на вашем компьютере установлена домашняя редакция Windows, путь будет следующим:

  1. Press Windows Key + R buttons at the same time, copy-paste services.msc and push Enter.
  2. Now you can see the whole list of services running on your PC. Find a service called Windows Installer.
  3. Right-click on it and choose Properties. Then change value next to Startup type to Manual.
  4. Click Apply and choose Start if the service is stopped.
  5. Finally, close the window and try to install or uninstall programs again.

2. Check integrity of system files

It is quite common to see corrupted or absent files being part of the reason. Error with the Windows Installer service can be related to that reason as well. This is why it is worth checking whether your file system is full and not damaged. Below, we are going to use both SFC (System File Checker) and DISM (Deployment Image Servicing and Management), which will detect and restore absent components, if any. Make sure to use both of these scans using the sequence below (they can have a different impact on resolving the issue):

SFC

  1. Open Command Prompt by typing cmd into the searching box next to the Start Menu button.
  2. Right-click on Command Prompt and choose Run as administrator.
  3. Once the console is opened, type the sfc /scannow command and click Enter.
  4. When the fixing process is done, restart your computer.

DISM

  1. Open Command Prompt as we did in the previous step.
  2. Copy and paste this command DISM.exe /Online /Cleanup-image /Restorehealth.
  3. Click Enter and wait until Windows ends the scanning and fixing.
  4. Once done, restart your PC and install the update again.

3. Reset Windows Installer service

To avoid any configuration changes or damage, you can re-register the entire Windows Installer service using Command Prompt. Said differently, you will roll this service back to its factory settings. You will have to enter a couple of commands, which differ depending on what bit system you use (32-bit or 64-bit). If you are unsure what bit system you have, do the following to find this out:

  1. Open This PC, right-click on empty space under your disks and choose Properties.
  2. In this window, you will able to find your bit version next to System Type.
  3. Once you found this out, get down to executing the commands for your system type.
  4. For 32-bit version:

    1. Open Command Prompt by typing cmd into the searching box next to the Start Menu button.
    2. Right-click on Command Prompt and choose Run as administrator.
    3. Once the console has opened, insert these commands one-by-one clicking Enter after each.
    4. msiexec /unregister
      msiexec /regserver

    For 64-bit version:

    1. Open the same Command Prompt we used above.
    2. Insert these commands one-by-one clicking Enter after each. Just like we did.

      %windir%\system32\msiexec.exe /regserver
      %windir%\syswow64\msiexec.exe /unregister
      %windir%\syswow64\msiexec.exe /regserver

    After successfully resetting the service, try to run the installation of software again.

    4. Configure Windows Registry manually

    Try this penultimate solution if none of the above helped you resolve the problem. This method involves crawling into Windows Registry and affecting changes to values linked with the Windows Installer service. There is a chance those values could change forcing the service to lose its stability or stop working completely. Note that you should be careful while running manipulations with Registry values. Mistakenly changing wrong values may result in problems with other segments inside of your PC.

    1. Press Windows Key + R buttons, type regedit and open it up.
    2. On the left pane, navigate through this path HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\msiserver.
    3. After clicking on msiserver, move your eyes onto the right side and look for the key named WOW64.
    4. If there is no such available, right-click on blank space and choose New > DWORD (32) to create a new value. Name it WOW64.
    5. Finally, open WOW64 and set its Value data to 0, in case it doesn’t have it yet.
    6. Also make sure Base is set to Hexadecimal.
    7. Click OK to close the window and check if you got rid of the error eventually.

    5. Reset your PC via System Restore Point

    If you did not manage to benefit from the above-listed solution, the last and radical option is to restart your system with a backup point when everything worked without problems. Some users receive new errors after some updates or manual changes that remain unnoticed and therefore hard to fix. This is why it is a good idea to use a restore point for the recovery instead. Perform the following steps:

    1. Right-click on This PC and choose Properties.
    2. In the opened window, go to System Protection and click on System Restore.
    3. Then, click Next and choose the date you remember working without a problem. You can also click on Scan for affected programs, which will show what might be changed after running a restore.
    4. When done, click Next and start the System Restore.

1. Start Windows Explorer, right-click the computer’s root hard drive and then click Properties.

2. Click the Security tab and then click Add.

3. In the Select Users, Computers, or Groups dialog box, click the SYSTEM account, click Add and then click OK.

4. Under Allow, make sure to select the Full Control check box and then OK.

5. Then click the TEMP folder and then verify that the SYSTEM account has full control.

Method 7: Verify the registry permissions

b. For Windows XP, on the Edit menu, click Permissions.

1. In the Start menu, click Run, type regedit.exe, and then rename the following key to Old_Security:
