    Have you checked the system date in Bios and ensured that it is correct. I had one with the same problem with activation and setting the system clock to the correct date and time cured it.

      thanks Deni, doing a system restore did not fix the issue…also replacing/deleting  the wbpa.dbl did not help…

    • Can you not run the OOBE program to reset the product key?

      Also, is there a proxy server between the computer and microsoft’s server, because that often trips the thing over. Add a rule to allow unauthenticated access to microsoft.com as a temporary rule to allow the connection through.

      I wasn’t aware that XP did any phoning home unless something significant had changed hardware-wise to trip over the Activation Checker. Usually the key is weighted towards changes to motherboard serial, processor serial and network MAC address, since they’re often indicators of a hardware change.

      I try the Safe Mode and Run the Rundll32.exe syssetup,SetupOobeBnk, then restart the PC and still cannot log on to the windows. «A problem is preventing windows…..bla bla». When i press the NO button it will log off. When i press the YES button on the Windows Activation screen, it will appear the instruction to activate the windows until it needed to fill the activated numbers. And back to log off if i ignore it. I try also the «Key -U button and appear the Internet Explorer try the «C:\documents and settings\Username\Start Menu\Programs» and for downloading the updates only. But my computer is still cannot run the windows normally and back to «A problem is preventing windows……» Why? What should i do next?

      i ‘m stuck…help,please. i don’t wanna re- install the computer again and again.

    Recently i was fixing somebody’s pc. which was giving the above error whenever i tried to boot normally.. However i was able to boot in safe mode with command prompt. This error actually drove me nuts. But finally as always i found the solution.

    This usually occurs when these three files are missing or corrupted…

    C:\Windows\System32\secupd.dat
    C:\Windows\System32\oembios.dat
    C:\Windows\System32\oembios.bin

    So what you need to do is..

    Copy this files from some other Computer having XP installed. or you can also copy them from Windows installation disk. To copy from windows disk you need to do following

    1. Boot in safe mode with command prompt : to do that press F8 after the display of your bios.

    2. Once you are done. insert windows installation disk and browse to the I386 folder copy the file with extension XXXXX.XX_
    where XXXX.XX is the file name with first 2 letters of the extension.
    Rename it to a .cab file and extract the file to system32.

    that means rename the file oembios.DA_ by oembios.cab…

    3. reboot and you are done..

    При загрузке компьютера с Win XP стало появляться сообщение «A problem is preventing Windows from accurately checking the license for this computer — Error code: 0x80070002». Попытка сделать откат с помощью System restore не помогает!

    Такое может происходить, если оказался поврежден или удален файл %SystemRoot%System32secupd.dat или %SystemRoot%System32oembios.dat. Для устранения неполадки загрузите ПК в режиме защиты от сбоев, откройте Event Viewer. Здесь найдите сообщения от службы Windows File Protection — в них должно быть указано имя файла, который не удалось восстановить при входе в систему. Используя другой ПК с такой же системой (SP и хотфиксы должны быть установлены такие же), скопируйте с него поврежденные файлы. Либо восстановите их с компакт-диска Windows XP. После перезагрузки переустановите SP2 и последние обновления, просканируйте систему последними антивирусами и программами типа Ad-aware, а также запустите команду sfc /scannow.
