GTA Vice City представляет собой продолжение серии GTA. Действия происходят в городе под названием Vice City. Пользователь управляет персонажем Томми Версетти. Это бывший преступник, который провёл в тюрьмах 15 лет. Игровой процесс заключается в том, что главному герою необходимо выполнять различные противозаконные действия. Задания он получает от криминальных лидеров. Благодаря этому он имеет возможность повысить свой уровень и уничтожить своих врагов в лице Сонни Форелли и Лэнса Вэнса. В роли главного героя Grand Theft Auto: Vice City выступает Томми Версетти, который после 15-летнего заточения в тюрьме возвращается в Вайс-Сити (реальный Майами).
