Kaliningrad Standard Time:
As previously announced in Microsoft Knowledge Base article 2625508, Belarus has decided to discontinue daylight saving time from 2011 and stay on permanent «summer time.» That article suggested that users move to a «workaround time» of Kaliningrad standard time. This windows update makes the move permanent by including Minsk in the display name for Kaliningrad standard time. The new display name for Kaliningrad standard time is «(UTC+03:00) Kaliningrad, Minsk.» -
E.Europe Standard Time:
The display name for this time zone has been updated to «(UTC+2:00) Nicosia.» -
Bahia Standard Time [Display Name «(UTC-3:00) Salvador»]:
A new windows time zone has been created for the Brazilian state of Bahia. -
Fiji Standard Time [Display Name «(UTC+12:00) Fiji»]:
Sets the 2012 DST start date to occur on the fourth Sunday of January. -
Samoa Standard Time:
Changes the UTC offset for Samoa standard time from (UTC-11) to (UTC+13). As a result, the time zone’s display name changes to «(UTC+13:00) Samoa.»

Как известно, с осени 2011 года в РФ отменён перевод часов на летнее время, оно же DST, Daylight Saving Time.

Ссылки указывают на загрузку обновления для русских версий Windows (не подходит для версий других языков). Если у вас английская версия, необходимо на странице загрузки поменять язык на английский.
Обновления для Windows 2000 нет, т.к. уже не поддерживается компанией Microsoft. Для корректной работы в сети лучше перевести компьютеры с Windows 2000 в другой часовой пояс, имеющий GMT +4 и не имеющий перевода часов на летнее/зимнее время. Для московского времени подойдёт, например, GMT+4 ‘Абу-Даби’ или ‘Мускат’.
Если же оставить установленный ранее часовой пояс и скорректировать на час локальное время, то произойдёт расхождение GMT на этих компьютерах по отношению к остальным.
UPD: 26 октября 2014 года производится перевод часов в зимнее время, поэтому необходимо установить другое обновление Windows KB2998527, подробнее.

В России 8 февраля 2011 года отменили переход на летнее время. Таким образом, в последний раз централизовано переведя стрелки часов на 1 час вперед 27 марта 2011 года, в России было установлено единое время без сезонных переходов.
Но вот приближается последняя суббота октября 2011 года — 29 число. В этот день компьютеры не должны ничего делать. Теоретически это можно настроить, убрав галочку «Автоматический переход на летнее время и обратно» на вкладке «Часовой пояс» свойств даты и времени.
Но гораздо грамотнее сделать обновление операционной системы с помощью патча от Microsoft KB2570791 (Накопительный пакет обновления часовых поясов для операционных систем Windows за август 2011 года). После установки пакета KB2570791 исчезает пункт «Автоматический переход на летнее время и обратно«.
Если после обновления перейти на вкладку «Дата и время» в нижней части отображается текущий часовой пояс — Московское время (зима):
Все, теперь у нас в России вечная зима!

При попытке установить обновление на W7, система выдала ошибку «Обновление не применимо к этому компьютеру». Не в списке установленных, не в списке доступных для скачивания его тоже не было. Все дело в отсутствии SP1. Без него обновление не установится. Скачать 32-битную версию можно тут, а 64-битную тут.
