According to your description, firstly you could check the security software if it recorded the relevant block process? If so, this will require the security software to be set up.

WindowsInternal.ComposableShell.Experiences.TextInput.dll is located in C:\Windows\WinSxS. Try to clean up it.

Also you can uninstall the associated program (Start > Control Panel > Add/Remove programs. Check if the process could be found in Task Manager, If you can, delete it.
