I have provided the steps for trying to add a generic driver in Windows 10.
From the Startup screen, (tiles menu) type in Devices and Printers, select Settings, click on Devices and Printers,
click on Add a Printer. Run the wizard and from the list select the HP Deskjet PCL3 Class driver.

HP Deskjet 3420 Driver: HP Deskjet 3420 printer is quiet old. This printer series is discontinued by Hewlett Packard. HP.com also not providing any update or driver for this printer. If you are still using HP Deskjet 3420 Color Inkjet printer and want to install on your windows machine, follow instructions given on this blog post.
