i had some severe problems with my fresh installation of steam fallout 3 goty edition (ctd, error messages). now it runs 
Seems that steam uploaded a fixed fo3 version and the problem should be solved with a new installation. you can use my mod if you like to play with an older version, you need GFWL also for other games or don’t plan to update fo3 soon. be aware that this 1.7.0.4. steam update destroys your fose support and no fose update is planned in the near future. a workaround exists on nexus to reset to the latest working fose version 1.7.0.3 so you can use fose dependend mods.
the reason for this mess is that win 10 does not include GFWLive system files anymore. MS just skipped them without caring for the problems of the customers of all the dependent games. steam did not remove this dependency and i don’t know why.
what happens after steam fallout 3 goty installation ?
my game crashed with missing dll file error message and compatibilty warning messages. the missing dll file seemed to be part of GFWL.
why do i have to mess with GFWL if i download from steam ? i asked myself.
the best: installation of GFWLive from official ms link did not work due to a network error and it seemed no way to install it from official ms site without error/failed messages (GFWL seems to be a requirement for the european steam version as i found out because steam was too lazy to offer a cleaned version) . thousands of misleading threads exist in the internet to this topic.
solution:
1. download the GFWLive pack from the official microsoft page (or any alternative site). you will find it as the leading link if you enter «GFWL» in the google search tab. you will get a small installation pack exe file(628kb). you will probably get a network error message during installation and GFWLive will refuse and stop to install. — no panic!
2. search for the already successfully downloaded GFWL msi files:
search in your local windows 10 installation (c:) for the folder «user», then «pc username»(your individual pc name), then «AppData»(you may have to unhide your hidden system folders to see that folder) , then «local», then «Microsoft», then «GFWLive».
you will find at least two downloaded msi installation packages in this folder. click both and install them in win 10 and you are done!
don’t forget to reset any compatibility settings you may have tried before! do not run fallout 3 steam edition with compatibility settings or admin rights! you will run into problems with your mod manager and you will not be able to run dll dependend extensions like reshade or enb without gliches. you do not need win compatibilty settings for steam fallout 3 goty.

Fallout 3 is the third addition to the Fallout series that Bethesda released in 2008. Therefore, the game predates both Windows 7 and 10 and was primarily designed for Vista.
So, Fallout 3 doesn’t always work when some players try to play it in Windows 10. For some players, the game crashes when they click New in Fallout 3.
How do I make Fallout 3 run on Windows 10?
1. Check if you need to update your graphics card driver
Games are GPU-intensive apps, so any problems with your video drivers will translate into bad gameplay experiences or even errors during gameplay.
That being said, if you experience any of the above while playing Fallout 3, proceed to update your graphics drivers as soon as possible.
The fastest way to do so is with a dedicated driver updater like DriverFix, as it will guarantee the latest drivers for your current hardware.

3. Edit the Falloutprefs.ini config file for Fallout 3
- Editing the game’s Falloutprefs.ini file can also fix Fallout 3 not working in Windows 10. Open File Explorer.
- Click My Documents > My Games > Fallout 3 to open that folder path.
- Double-click the falloutprefs.ini file to open it in Notepad.
- Next, look for the bUseThreadedAI=0 setting in the falloutprefs.ini file.
- Change the bUseThreadedAI=0 setting to bUseThreadedAI=1.
- If the bUseThreadedAI=0 isn’t in the file, enter bUseThreadedAI=1 on a new line within the file.
- Then add iNumHWThreads=2 to another new line within the falloutprefs.ini file.
- Click File and Save to save the new settings within the file.
- Thereafter, try running Fallout 3 again.
4. Install Windows Game Live
Fallout 3 needs the antiquated Games for Windows – Live software to run.
- Enter Games for Windows Live in Google as in the shot directly below.
- Then click the GWFL – Microsoft link near the top of the search results.
- Doing so will download the installer for Games for Windows Live.
- Open the folder Games for Windows Live downloaded to.
- Then click gfwlivesetup.exe to open the installer for that software.
- Go through the setup wizard to install Games for Windows Live.
- Launch the Games for Windows Live software when you’ve installed it.
- Then it will start downloading some files.

С приходом Xbox Live в операционную систему Windows 10 компания Microsoft перестала поддерживать свой старый сервис Games for Windows Live. В этой статье мы рассмотрим запуск приложения на Windows 10. Будем использовать GOG-версию т.к там уже настроены некоторые параметры для стабильной работы.

УСТАНОВКА ПРИЛОЖЕНИЯ
Устанавливаем приложение как обычно. После установки игра должна работать нормально, без сбоев.
Компоненты, которое требуется приложению для корректной работы. Эти приложения не нужно устанавливать, если у вас игра работает нормально.
- NET Framework 3.5
- NET Framework 4.0 (включен в поставку Windows 10)
- Microsoft Redistributable c++ 2008
- Microsoft Redistributable c++ 2010
- Directx 9 redistributable (February 2010)
- Directx 9 redistributable (June 2010)
- Directx 9 Web Installer (идет вместе с игрой)
Информация из 2022: Вам потребуется VPN для скачивания файлов.
ЗАМЕНА БИБЛИОТЕК DX9 НА VULCAN
Если заменить DirectX 9 на Vulcan, то игра работает более плавно.
1) Скачиваем последнюю версию на сайте. Архив будет в .tar формате. Вам потребуется архиватор, чтобы его открыть. Например, 7-Zip * (бесплатный)
2) Распаковываем архив в любую папку. Далее перекидываем содержимое папки «x32» в игру.
3) В папке с игрой создаем конфиг-файл. Создайте текстовый документ.
4) Откройте данный файл через Блокнот и впишите следующее:
d3d11.ignoreGraphicsBarriers = True
d3d11.relaxedBarriers = True
dxvk.enableAsync = true
dxvk.numCompilerThreads = 2
5) Сохраните файл под именем dxvk.conf

ЛОКАЛИЗАЦИЯ ИГРЫ
Полная локализация (Google Disk). Это локализация из руководства Steam. Инструкция внутри прилагается.
Частичная локализация (Yandex Disk). Откройте папку Data в каталоге игры и замените содержимым, представленное в архиве.
Нужно содержимое архива из папки «Data» перенести в папку с игрой «Data«. Для активации текстур, скопируйте Textures Activator.exe в папку с игрой и запустите его. Нажмите «Activate».
Для Steam-версии переименуйте (или сделайте копию) и назовите FalloutLauncher. Со FalloutLauncherSteam он работать не будет.
После активации переименуйте файл заново в FalloutLauncherSteam.
После вам нужно открыть лаунчер и нажать Data Files, затем проставить галочки.
Также можно прописать в Документы/MyGames/Fallout3/Fallout.ini в строчку STestFile2=russian.esp
Убедитесь, что параметр bInvalidateOlderFiles равен 1.
Не нужно менять параметр sLanguage=ENGLISH, иначе в игре будут фиолетовые текстуры.
4GB PATCH
На самом деле его НЕ НУЖНО устанавливать. По крайне мере у меня игра стала работать нормально только без этого патча. Если посмотреть на график загрузки, то видно, что игра потребляет больше 4гб.
Без этого патча игра перестала вылетать при загрузках. С этим патчем я играл в 1280х720. Без него игра работает в FullHD (1920×1080). Настройки графики Высокие (High).
НАСТРОЙКА ИГРЫ (ОПЦИОНАЛЬНО)
Отключение ускорение мыши
Если вы играете с клавиатуры, то вам возможно потребуется убрать ускорение мыши. Станет намного проще стрелять.
Перейдите в Документы — My Games/Fallout 3 и в Fallout.ini добавляем строчки в столбце [Controls]:
fForegroundMouseAccelBase=0
fForegroundMouseAccelTop=0
fForegroundMouseBase=0
fForegroundMouseMult=0
НАСТРОЙКА WINDOWS (ДЛЯ НОУТБУКОВ)
Перейдите в «Параметры» — «Система» — «Дисплей» и в самом низу будет «Настройки графики«
В «Настройках производительности графики» нажмите «Обзор» и выберете экзешник игры, далее «Параметры» и выберете «Высокая производительность«. Нажмите «Сохранить«.
*Для включения поддержки архивов в 7-Zip нужно запустить программу от Имени Администратора.
Далее «Сервис» — «Настойки«, выбираем тип файлов и нажимаем «+«
ИТОГ
Теперь игра работает хорошо и без вылетов.
Предположительно у вас система Windows 7, разрядность: 64 Bits

The game was, however, developed to run on the clunky computers of the previous decade and as a result, users trying to run the game on the newer and more powerful PCs operating on the latest and greatest of Windows face some issues. One of which is the game crashing right after the player clicks on the New button to start a new game. But when has a minor inconvenience ever stopped gamers from gaming? The wide fraternity of gamers has found multiple ways to run Fallout 3 on Windows 10 without any hiccups. We have all the methods listed below in a step-by-step guide manner for you to follow and get gaming!

To run Fallout 3 smoothly in Windows 10, users simply need to run the game as an administrator or in compatibility mode. These methods won’t work for some users, they can instead try downloading the Games For Windows Live application or modifying the Falloutprefs.ini config file. Both of which are explained below.
But before we move on to the specific methods, make sure you have the most updated graphics card drivers installed on your computer as these alone can solve a plethora of problems.
GPU drivers can be updated using the below method:
1. To open Device Manager, press the Windows key + X (or right-click on the start button), and select Device Manager from the power user menu.
2. Expand Display Adapters by double-clicking on the label.
3. Right-click on your Graphics Card (NVIDIA GeForce 940MX in the below picture) and select Update Driver.
4. In the following pop-up, click on Search automatically for updated driver software.
Your computer will automatically search and install the latest drivers for your graphics card. Ensure you have a healthy WiFi/Internet connection. Alternatively, you can update GPU drivers through the companion application (GeForce Experience for NVIDIA and Radeon Software for AMD) of your graphics card.
How do I get Fallout 3 to work on my PC?
We will discuss 4 different methods using which you can easily play Fallout 3 on your Windows 10 PC, so without wasting any time try these methods.
Method 1: Run As Administrator
In many cases, simply running the game as an administrator has been known to solve any and all the problems being experienced. Below is the method on how to always launch Fallout 3 as an administrator.
1. We start by navigating to the Fallout 3 folder on our systems. The folder is found within the Steam application.
2. Launch the Windows File Explorer by either double-clicking on its icon on your desktop or using the keyboard shortcut Windows key + E.
3. Navigate to either of the two paths mentioned below to locate the Fallout 3 folder:
This PC\C:\Program Files (x86)\Steam\steamapps\common\Fallout 3 goty
This PC\C:\Program Files (x86)\Steam\steamapps\common\Fallout 3
4. Alternatively, you can open the application (game) folder by right-clicking on the Fallout 3 application icon on your desktop and selecting Open File Location.
5. Find the Fallout3.exe file and right-click on it.
6. Select Properties from the following options menu.
7. Switch over to the Compatibility tab of the Fallout 3 properties window.
8. Enable ‘Run this program as an administrator’ by ticking/checking the box next to it.
9. Click on Apply followed by OK to save the changes made.
Go ahead and launch Fallout 3 and check if it runs now.

Method 2: Run in Compatibility Mode
Apart from running as an administrator, users have also reported successfully being able to play Fallout 3 after running it in compatibility mode for Windows 7, the operating system for which the game was originally designed and optimized.
1. To run fallout 3 in compatibility mode, we will need to head back to the game folder and launch the properties window. Follow steps 1 to 4 of the previous method to do so.
2. Once in the Compatibility tab, enable ‘Run this program in compatibility mode for’ by ticking the box to its left.
3. Click on the drop-down menu below Run this program in compatibility mode for and select Windows XP (Service Pack 3).
4. Click on Apply followed by OK.
5. We will need to repeat the above steps for two more files, namely, FalloutLauncher and Fallout 3 – Guardians of the eating kit.
So, go ahead and enable ‘Run this program in compatibility mode for’ for both these files and select Windows XP (Service Pack 3).
Finally, launch Fallout 3 to check if the error has been resolved. I hope you will be able to run Fallout 3 on Windows 10 without any issues. But if running Fallout 3 in compatibility mode for Windows XP (Service Pack 3) didn’t work, switch to compatibility mode for Windows XP (Service Pack 2), Windows XP (Service Pack 1) or Windows 7 one after the other until you are successful in running the game.
Method 3: Install Games For Windows Live
Playing Fallout 3 requires the Games For Windows Live application which is not installed by default on Windows 10. Fortunately, installing Games For Windows Live (GFWL) is quite easy and only takes a couple of minutes.
1. Click on the following URL (Download Games For Windows Live) and wait for your browser to complete downloading the installation file.
2. Click on the downloaded .exe file (gfwlivesetup.exe), follow the on-screen prompts/instructions, and install Games For Windows Live on your system.
3. Once installed launch Games For Windows Live by double-clicking on its icon.
4. The application will automatically download the files required to run Fallout 3 on your machine. Make sure your internet connection is working properly otherwise GFWL won’t be able to download the files.
5. Once all the necessary files have been downloaded by GFWL, close the application and launch Fallout 3 to verify if the error has been taken care of.
If the above didn’t work then you can crack the GFWL out of the Game. You need to use the Games for Windows Live Disabler from Nexus Mods or FOSE, the Fallout Script Extender modding tool to disable GFWL.
Method 4: Modify Falloutprefs.ini File
If you weren’t able to run Fallout 3 using the above methods, you will need to modify/edit a config file called Falloutprefs.ini that is required to run the game. Modifying the file is not a complicated task and requires you to merely type a single line.
- First, launch Windows File Explorer by pressing the shortcut Windows key + E. Under the quick access section, click on Documents.
- Inside the Documents folder, open My Games (or Games) sub-folder.
- Open the Fallout 3 application folder now.
- Locate the falloutprefs.ini file, right-click on it, and select Open With.
- From the following list of applications, select Notepad.
- Go through the Notepad file and locate the line bUseThreadedAI=0
- You can directly search for the above line using Ctrl + F.
- Modify bUseThreadedAI=0 to bUseThreadedAI=1
- If you can’t find the bUseThreadedAI=0 line inside the file, move your cursor to the end of the document and type bUseThreadedAI=1 carefully.
- Add iNumHWThreads=2 in a new line.
- Finally, press Ctrl + S or click on File and then Save to save all the changes. Close Notepad and launch Fallout 3.
If the game still doesn’t work as you wish it would, open the falloutprefs.ini in notepad again and change iNumHWThreads=2 to iNumHWThreads=1.
