Hello Windows Insiders!

Today we are making Windows 11, version 23H2 Build 22631 (Windows 11 2023 Update) available in the Release Preview Channel for Windows Insider Program for Business participants to validate on devices in their organizations. This update is delivered as an enablement package as we shared back in July and will be released in the fourth quarter of 2023. This new update will have the same servicing branch and code base as Windows 11, version 22H2 and will be cumulative with all the newly announced features including Copilot in Windows (in preview)** plus additional changes such as:

  • Chat is now Microsoft Teams (free). Microsoft Teams (free) is pinned by default to the taskbar and can be unpinned like other apps on the taskbar. Windows Insiders who click to launch Microsoft Teams (free) will discover a mini communications experience making it possible to chat, call, and meet with their people within just a click or two. Not only does its compact size make it easy to place the window anywhere on desktop, but you can passively keep tabs on your conversations with the ability to have it visible as you browse the web or connect with your communities. With Microsoft Teams (free) we’re also introducing these new experiences:
    • Users will also be able to access the new Phone Link integration with Microsoft Teams (free). They can link their Android phone to send, receive SMS messages and share meeting links using their regular phone number.
    • A new People experience finds you relevant people easily on Teams and makes it possible to access and connect with contacts synced by users.
    • And a new Play Together widget in Windows 11 Game Bar powered by Microsoft Teams (free) lets you see your friends’ videos overlaid directly on top of your game. Friends can join from any device for free to connect, chat, and more while playing Starfield along with many of your favorite games on this new widget. Hit WIN + G to start playing.

Commercial* customers can get the Windows 11, version 23H2 feature update through Windows Update for Business (WUfB), Windows Server Update Service (WSUS), and/or via Azure Marketplace. You can learn more about deploying pre-release feature updates using these deployment methods here. Should any issues arise, IT admins in organizations deploying Release Preview payloads can request free Microsoft Support. This support offer is intended to help resolve issues with commercial-specific scenarios and is limited to commercial customers. UPDATE: ISOs are now available for Windows 11, version 23H2 Build 22631 via the Windows Insider ISO download page.

We are also making Windows 11, version 23H2 available to any Windows Insider in the Release Preview Channel via our “seeker” experience in Windows Update. This means Insiders currently in the Release Preview Channel that meet the Windows 11 hardware requirements can go to Settings and Windows Update and choose to download and install Windows 11, version 23H2 Build 22631 if they want. Once an Insider updates their PC to Windows 11, version 23H2, they will continue to automatically receive new servicing updates through Windows Update (the typical monthly update process). For instructions on how to join the Windows Insider Program and join your PC to the Release Preview Channel, click here.

Thanks,
Windows Insider Program Team

*We consider a device a commercial device if it is not running the Windows 11 Home edition AND is being managed by an IT administrator (whether via Microsoft Endpoint Manager or other management solution) or has a volume license key or commercial ID or is joined to a domain.

** Copilot in Windows will start to release in preview to select global markets as part of our latest update to Windows 11. The initial markets for the Copilot in Windows preview include North America and parts of Asia and South America. It is our intention to add additional markets over time.

UPDATE 12/1: We are starting to roll out Cumulative Update Build 25252.1010 (KB5021855). This update does not include anything new and is designed to test our servicing pipeline for builds in the Dev Channel.

———————————————————–

Hello Windows Insiders, today we are releasing Windows 11 Insider Preview Build 25252 to the Dev Channel.

TL;DR

  • We’re back from the U.S. Thanksgiving holiday break with a new build with a handful of improvements and fixes.
  • We added a few new known issues for some bugs that could impact Insiders – see below.
  • We will be releasing the matching SDK for this build later this week.

Changes and Improvements

[Taskbar & System Tray]

  • We have added a glanceable VPN status into the system tray when connected to a recognized VPN profile. The VPN icon, a small shield, will be overlayed in your system accent color over the active network connection.

[Search on the Taskbar]

  • In this build, we are continuing to try out different treatments for how search looks on the taskbar. We are excited to learn from your feedback on this, so please let us know what you think via Feedback Hub if you see the different treatments on your PC. Insiders who get this experience will have the ability to change the treatment of search on taskbar in settings under Settings > Personalization > Taskbar > Taskbar Items.

Example of different treatments we are trying out for how search looks on the taskbar.

Fixes

[Taskbar & System Tray]

  • Fixed an explorer.exe crash when using Alt+F4 with the show hidden icons flyout in the system tray open.
  • Fixed multiple explorer.exe crashes impacting system tray performance.
  • Updated the battery icon’s tooltip to let you know if your device is charging slowly.
  • Made a small refinement for tablet-optimized taskbar users to make it a bit easier to expand the taskbar without invoking the Start menu.
  • Fixed an issue which could lead to the taskbar jump lists and preview thumbnails not appearing in the correct position for Insiders with 2 in 1 PCs.

[Start menu]

  • We fixed an issue causing folders in Start menu to not open on the first try.

[Other]

  • Fixed an issue causing some Insiders to see a bugcheck with the error SYSTEM_SERVICE_EXCEPTION after upgrading to the previous flight.
  • Fixed an issue which was causing certain apps (including Media Player) to crash when playing media in the background in recent flights.
  • Fixed an issue which could lead to your PC going to sleep although it was configured to not sleep.
  • Fixed an issue where network-to-local copying (for example, when copying a file from a network share) was slower than expected from some users.

NOTE: Some fixes noted here in Insider Preview builds from the Dev Channel may make their way into the servicing updates for the released version of Windows 11.

Known issues

[General]

  • [NEW] Under certain circumstances, Widgets may appear missing for a small subset of Windows Insiders causing explorer.exe to crash in a loop after upgrading to this build. If it is missing, you can install it here. We recommend doing this before you upgrade. If you upgrade and are impacted, please follow these steps for rolling back the build.
  • [NEW] There is an issue in Build 25247+ causing some Insiders to not able to view certain secondary drives – this may also affect other PCI devices. The device shows as having an error in Device Manager. We are working on a fix, once you upgrade to a build with the fix it should be functional again.
  • We’re looking into reports that audio stopped working for some Insiders after upgrading to the latest flights.
  • We’re investigating reports of crashes with a few different apps and games in recent builds.
  • We’re working on the fix for an issue causing various UI elements in apps appear to disappear and reappear sometimes in recent builds.

[Taskbar & System Tray]

  • The taskbar is sometimes cropped in half when using the tablet-optimized taskbar.
  • [NEW] We’re working on the fix for an issue causing the Bluetooth section of Quick Settings to crash starting with the previous flight. If you are impacted, please use the Settings > Bluetooth & Devices for the time being instead.

[Search on the Taskbar]

  • For certain files ending with .cmd, .exe or .bat you will need to press backspace after typing before you will see results.

The following known issues only apply for Windows Insiders who received one of the different treatments for how search looks on the taskbar as mentioned above in this blog post:

  • [NEW] When you change your primary monitor, for example by plugging an external display in, you will see a search box that appears to be floating on the desktop. You can fix this issue by going into Personalization > Taskbar > Search and toggling the setting.
  • [NEW] When using multiple monitors, the search box is not visible on the non-active monitor when the search flyout is open. This is only present when “Show my taskbar on all displays” is enabled.
  • [NEW] When you click on the search box on taskbar, the search box will momentarily flash before the Search flyout shows up
  • [NEW] In right-to-left display languages like Arabic, there are layout issues with the text in the search box on taskbar.
  • [NEW] Some Japanese IME candidate items are clipped inside the search box on taskbar.

[Task Manager]

  • Filtering by publisher name does not match correctly on the Processes page.
  • Some services may not show in the Services page after filtering is applied.
  • If a new process is starting while a filter is set, then that process may appear for a split second in the filtered list.
  • Some dialogs may not render in the correct theme when applied from Task Manager Settings page.
  • The data content area of the Processes page may flash once when theme changes are applied in the Task Manager Settings page.
  • There’s an issue we’re investigating where Task Manager isn’t displaying light and dark content correctly, leading to unreadable text. This happens when you have your mode in Settings > Personalization > Colors set to Custom – as a workaround for the time being, please switch it to Light or Dark.
  • The Startup apps page in Task manager does not list any apps for some Insiders. If you are impacted, please use Settings > Apps > Startup for the time being.

[Widgets]

  • In right-to-left display languages like Arabic, content animates out of view before the widgets board resizes when clicking to expanded view of the widgets board.

About the Dev Channel

The Dev Channel receives builds that represent long lead work from our engineers with features and experiences that may never get released as we try out different concepts and get feedback. It is important to remember that the builds we release to the Dev Channel should not be seen as matched to any specific release of Windows and the features included may change over time, be removed, or replaced in Insider builds or may never be released beyond Windows Insiders to general customers. For more information, please read this blog post about how we plan to use the Dev Channel to incubate new ideas, work on long lead items, and control the states of individual features.

These aren’t always stable builds, and sometimes you will see issues that block key activities or require workarounds. It is important to make sure you read the known issues listed in our blog posts as we document many of these issues with each flight.

Build numbers are higher in the Dev Channel than the Windows 11 preview builds in the Beta and Release Preview Channels. You will not be able to switch from the Dev Channel to the Beta or Release Preview Channels without doing a clean install back to the released version of Windows 11 currently.

ALSO: Because the Dev and Beta Channels represent parallel development paths from our engineers, there may be cases where features and experiences show up in the Beta Channel first.

The desktop watermark you see at the lower right corner of your desktop is normal for these pre-release builds.

Windows 11 Build 22621.1343

Heimdal Kerberos.

  • Addresses an issue that causes Microsoft NTLM authentication using an external trust to fail. This issue occurs when a domain controller that contains the January 11, 2022 or later Windows update services the authentication request, is not in a root domain, and does not hold the Global Catalog role. The affected operations might log the following errors:

    • The security database has not been started.

    • The domain was in the wrong state to perform the security operation.

    • 0xc00000dd (STATUS_INVALID_DOMAIN_STATE).

  • Addresses an issue that causes the LocalUsersAndGroups configuration service provider (CSP) policy to fail when you modify the built-in Administrators group. This issue occurs if the local Administrator account isn’t specified in the membership list when you perform a replace operation.

  • Addresses an issue in which malformed XML inputs might cause an error in DeviceEnroller.exe. This prevents CSPs from being delivered to the device until you restart the device or correct the XML.

  • Addresses an issue that might cause Windows 11 (original release) to stop working when you install an application and there is no network connectivity.

  • Updates the Start menu to display Windows PowerShell when you right-click (Win + X) the Start button after you have uninstalled Windows Terminal.

  • Changes the name of the Your Phone app to Phone Link on the Settings page.

  • Addresses an issue that causes the Microsoft Surface Dial customization settings page to stop working.

  • Addresses a known issue that might prevent you from using the Wi-Fi hotspot feature. When attempting to use the hotspot feature, the host device might lose the connection to the internet after a client device connects.

  • Addresses a memory leak issue in IE mode.

If you installed earlier updates, only the new updates contained in this package will be downloaded and installed on your device.

After installing this update, XPS Viewer might be unable to open XML Paper Specification (XPS) documents in some non-English languages, including some Japanese and Chinese character encodings. This issue affects both XML Paper Specification (XPS) and Open XML Paper Specification (OXPS) files. When encountering this issue, you may receive an error, «This page cannot be displayed» within XPS Viewer or it might stop responding and have high CPU usage with continually increasing memory usage. When the error is encountered, if XPS Viewer is not closed it might reach up to 2.5GB of memory usage before closing unexpectedly.

This issue does not affect most home users. The XPS Viewer is no longer installed by default as of Windows 10, version 1803 and must be manually installed.

This issue is addressed in KB5017383.

IT admins

Universal Windows Platform (UWP) apps might not open on devices that have undergone a Windows device reset. This includes operations that were initiated using Mobile Device Management (MDM), such as Reset this PC, Push-button reset, and Autopilot Reset.

UWP apps you downloaded from the Microsoft Store are not affected. Only a limited set of apps are affected, including:

  • App packages with framework dependencies

  • Apps that are provisioned for the device, not per user account.

The affected apps will fail to open without error messages or other observable symptoms. They must be re-installed to restore functionality.

This issue is addressed in KB5015882 for all releases starting October 12, 2021 and later.

Microsoft has released a servicing update KB5013296 for Windows 11 Insider Preview Build 22581 for both Dev and Beta channels. If you are a beta or dev user, you should get this update from Windows Update. Once you have installed KB5013296, Windows 11 build will be 22.581.200.

According to Microsoft, this update does not include any new features or bug fixes. This update is just to test the servicing pipeline for future builds of Windows 11. If you haven’t installed KB5013283, installing this update will bring in all the features of the last update.

UPDATE 3/29: We are starting to roll out Cumulative Update Build 22581.200 (KB5013296). This update does not include anything new and is designed to test our servicing pipeline for builds in the Dev and Beta Channels.

If you want to get this update right now, go to Windows Settings –> Windows Update and press the “Check for updates” button. This will bring you the latest cumulative update. It should start downloading automatically. Hit the Restart button once the update is downloaded completely.

Please note that although Microsoft says there are no new features or bug fixes in this update, the update may still break your system. But since it should be a test system (always recommended for beta and dev installations), you should test the update in your environment.

KB5013296

KB5013296

I have updated all my available systems, including virtual machines, to the latest build, and am yet to see any negative effects of this update. So for me, it’s pretty safe to update.

One more thing that you can do with this update is to downgrade yourself from Dev channel to Beta channel. Normally Microsoft does not allow downgrading a channel, but this time Microsoft has enabled this feature. If you want to downgrade from Dev to Beta, now is the time.

Downgrade from dev to beta channel

Downgrade from dev to beta channel

To switch from Dev to Beta, just go to Windows Settings –> Windows Update –> Windows Insider Program. Expand “Choose your Insider settings” and select the channel Dev or Beta. Release Preview will still not be available.

One more thing, Microsoft had removed the Windows File Explorer tabs feature in the recent beta build for Windows 11, but it has been restored after this update. I have tested our way of enabling the Windows File Explorer tabs feature and it’s working fine. Have you enabled the tabs feature? What is your experience with the tabs? For me, it’s still in the early stages of development and needs a lot of work before it is offered to stable channel users.

You can also roll back if you have any issues with this update.

If you want to save space after installing Windows updates, you can run the following commands one after the other in Command Prompt with administrative privileges:

dism.exe /Online /Cleanup-Image /AnalyzeComponentStore
dism.exe /Online /Cleanup-Image /StartComponentCleanup

Update: I use the Traffic Monitor app, which displays the system resource usage at the far right of the taskbar. Since this update, the alignment of the app has been messed up. Now the resource usage is shown over the icons, instead of the black space on the taskbar. I hope this will be fixed in the next releases.

Microsoft Windows 11 themes

Early this week, Microsoft announced the release of Windows 11 Preview Build 22504 to the Dev Channel Insiders. This new build expanded the touch keyboard themes to other input experiences, including IMEs, the emoji panel, and voice typing. Today, Microsoft announced the roll out of Windows 11 Cumulative Update Build 22504.1010 (KB5008697). This is a minor update and does not include anything new. This update is designed to test Microsoft’s servicing pipeline for builds in the Dev Channel.

What’s new in Windows 11 Build 22504:

Changes and Improvements

  • To further personalize your Windows text input experience, we have expanded the 13 themes for the touch keyboard to now apply to our other input experiences, including IMEs, the emoji panel, and voice typing. Also available for all themed experiences is the theme engine that allows you to create a fully customized theme including background images. You can find all this under the new “Text Input” section under Settings > Personalization. This isn’t available to all Insiders just yet as we plan to monitor feedback and see how it lands before pushing it out to everyone.

  • We have added the ability for personalized combinations of emoji based on face and skin tones of family members, couples with heart, kissing, and people holding hands. Just open the emoji panel (WIN + . ) and try these combinations out by typing the following in the search box: family, couple, holding hands, or kissing. This isn’t available to all Insiders just yet as we plan to monitor feedback and see how it lands before pushing it out to everyone.

  • You can now use the WIN + Alt + K keyboard shortcut to toggle the new mute icon in the Taskbar when it’s showing.
  • Based on feedback, we’re making emoji search in Portuguese and Polish a little more flexible with keywords containing diacritics.
  • Introducing .NET Framework 4.8.1 our latest .NET Framework that will bring native ARM64 support for the .NET Framework runtime.
  • As Settings > System > Sound in Windows 11 shows a warning when microphone access has been restricted in your privacy settings, we’re removing the notification to alert you about this.
  • Added support for the cancellation of daylight savings time for the Republic of Fiji for 2021.
  • We’re making a change so that going forward on new installs the touch indicator option will now be turned off by default under Settings > Accessibility > Mouse pointer and touch. As part of this change, we’ve added a link to this Settings page from Settings > Bluetooth & Devices > Touch and made it so that the press and hold visual is now always displayed regardless of the setting state.
  • Apps will now launch maximized by default when in the tablet posture on small devices (11-inch screens diagonal and under).

Fixes

[Start]

  • Fixed an issue believed to be the root cause of icons not displaying correctly in the Recommended section of Start (showing the wrong or a generic icon) sometimes.
  • If you open Start and immediate press Shift + F10 or the context menu key, the context menu should be aligned with the search box now.

[Taskbar]

  • Fixed an issue leading to an explorer.exe crash in recent builds if there were issues loading the battery icon in the Taskbar.
  • Made some changes to help the clock in the Taskbar update more reliably, including addressing a recent issue where it wasn’t updating at all over Remote Desktop.
  • Mitigated a positioning issue that could cause the date and time to get clipped off the end of the Taskbar.
  • If you’ve updated the critical and low battery level notification definitions, the battery icon in the Taskbar will now align with that, rather than using the default values to show a warning.
  • Right clicking the date and time in the Taskbar will now dismiss the Notification Center if it’s open, so that you can see the context menu options.

[Input]

  • Keyboard lights (for example, for caps lock) should work properly again now with this build.
  • We’ve made a few more tweaks to our emoji search keywords based on feedback, including improving results for day, night, and face with raised eyebrow. Please continue sharing feedback with us about this under Input and Language > Emoji Panel in the Feedback Hub.
  • Fixed an issue that was causing the kaomoji list in WIN + . to be blank when accessed while using a Chinese IME.
  • Fixed an issue with the emoji panel search results that could lead to a single gif being displayed repeatedly with certain queries.
  • Mitigated an issue resulting in IMEs not working with certain games.
  • Addressed an issue where the options under Settings > Personalization > Typing to change the settings “Show text suggestions & add a spacebar after I choose a text suggestions” for the touch keyboard might unexpectedly not display.
  • If you make a long pause while using voice typing (WIN + H), it should be able to resume listening more reliability now.
  • Fixed some inconsistencies between actual listening status and the microphone visual in voice typing.
  • Text should no longer be unexpectedly duplicated if the caret is moved while using voice typing.

[Windowing]

  • Selecting snap layout options should no longer randomly put windows on your other monitor sometimes.

[Settings]

  • The brightness and volume sliders in Quick Settings should no longer randomly become invisible.
  • Fixed an issue preventing Adjusting active hours from being set to manually.
  • Addressed an issue which could result in the touch keyboard occluding the password entry field when connecting to a network in Quick Settings.

[Other]

  • Fixed a scaling issue that was causing the update prompt dialog (and other dialogs of that style) to get cut off and not draw correctly after the DPI changed.
  • Improved the positioning of the context menu when right clicking the bottom corner of the desktop.
  • Mitigated an issue related to TCPIP which could result in bug checks when waking a device.
  • Fixed an issue where high priority notifications (such as an alarm) would sometimes unexpectedly dismiss without you engaging with it, leading to it randomly reappearing the next time a normal priority notification came in.

NOTE: Some fixes noted here in Insider Preview builds from the active development branch may make their way into the servicing updates for the released version of Windows 11 that became generally available on October 5th.

Known issues

[General]

  • Users updating from Builds 22000.xxx, or earlier, to newer Dev Channel builds using the latest Dev Channel ISO, may receive the following warning message: The build you are trying to install is Flight Signed. • We’re investigating an issue where some PCs are unable to install new builds, or other updates. The PC may report an error code 0x80070002. If you are experiencing this issue, please reboot your PC and try again.
  • Some devices may bugcheck with error code 0xc1900101-0x4001c when installing this build. If you hit this, after the device rolls back to the previous build, you may want to pause updates until we release a fix.

[Start]

  • In some cases, you might be unable to enter text when using Search from Start or the Taskbar. If you experience the issue, press WIN + R on the keyboard to launch the Run dialog box, then close it.

[Taskbar]

  • The Taskbar will sometimes flicker when switching input methods.

[Windowing]

  • Hovering your mouse back and forth between different desktops in Task View will result in the displayed thumbnails and content area unexpectedly shrinking.

[Search]

  • After clicking the Search icon on the Taskbar, the Search panel may not open. If this occurs, restart the “Windows Explorer” process, and open the search panel again.

Apart from releasing cumulative updates for Windows 11 Stable versions 21H2 and 22H2, this week Microsoft also released a new update for Windows 11 Insider Beta Channel users where the update presented is update KB5026438.

The KB5026438 update itself will change the OS Build to 22621.1755 and 22624.175, with the usual provision that Insider Beta is still separated into two different builds, 22621 has new features that default off and vice versa in 22624 which already has a new feature that is default on.

The improvements that are presented alone can be said to be quite a lot, namely in version 22624.1755, now if you try to uninstall the application via the Settings page with the display grids, then the Settings application will not experience crashes As before, apart from that, there is also a fix for the previously reported Pinyin IME not showing up properly.

And for improvements to both builds, there are improvements to the Windows Local Administrator Password (LAPS) as presented in the previous Windows 11 Stable.

Meanwhile, there are known issues that you might need to know about, especially if you happen to be a Windows 11 Insider Beta user, namely in this build. Bing button in the Search box on the Taskbar may not appear normally where you have to do reboot system first, besides when you launch board widgets for the first time, you will see two columns which should now have become three columns as previously reported.

After rolling out the much-awaited Windows 11 22H2 update in the Release Preview channel last month, Microsoft has now started rolling out a new cumulative update to Windows Insiders, running the Windows 11 build 22621 in the Release Preview channel. The update brings a few new features and a bunch of fixes for previous issues. So, let’s take a look at the details below.

Windows 11 Version 22H2 Cumulative Update Rolls Out

Microsoft recently announced the rollout of the new Windows 11 build 22621.169 for Windows Insiders in the Release Preview channel. It comes as a cumulative update for the RTM build for Windows 11 version 22H2 and brings a couple of new features, an array of fixes, and improvements to the platform.

For starters, Microsoft added a new Server Message Block (SMB) redirector that is specific to the public File System Control (FSCTL) code “FSCTL_LMR_QUERY_INFO.” Secondly, the company has added support for Transport Layer Security (TLS) 1.3 in Windows client and server Lightweight Directory Access Protocol (LDAP) implementations.

Other than these, Microsoft fixed various issues relating to the Active Directory Lightweight Directory Service (AD LDS). Furthermore, an issue that caused the “Take Photo” button to disappear when a common file dialog is used to open the camera has been fixed. You can check out the entire changelog for the Windows 11 build 22621.169 to know more about the changes.

Now, as for the availability, Windows Insiders in the Release Preview channel, running Windows 11 build 22621 can get the update via the Windows Update section in the Settings menu.

Otherwise, you can check out our in-depth guide on how to install Windows 11 22H2 right now. The Windows 11 version 22H2 is expected to make its way to the stable channel sometime in October. So yeah, stay tuned for further updates on the same.
