Always make sure to install the latest drivers from the graphics card manufacturer website. These requirements are for basic Blender operation, Cycles rendering using the GPU has higher requirements.

GCN 1st gen and newer. Since Blender 2.91, Terascale 2 architecture is fully deprecated, try using 2.90 (albeit not supported, it might still work) [list of all AMD GPUs]

- Since Blender 2.93 LTS Windows 7 is no longer supported. Microsoft discontinued Windows 7 support in January 2020
- Blender 2.76 and earlier require OpenGL 1.4 graphics cards and Windows XP or later.

- Blender 2.9x to 3.4 require macOS 10.13+
- Blender 2.8x require macOS 10.12+
- Blender 2.79 require macOS 10.9+
All
- Blender 2.79 runs on all systems that support OpenGL 2.1 and above, with recent graphics drivers.

Или же скопируйте файл api-ms-win-core-path-l1-1-0.dll из директории x64 в директорию C:\Windows\System32 и такой же файл из директории x86 в директорию C:\Windows\SysWOW64.
После этого Blender 2.93 сможет запуститься и работать на компьютере с операционной системой Windows 7.

There is a really good reason for running Blender on Windows 7.
I have a perfect Wacom GD-1218-R serial tablet. 12″ x 18″!! Its well over 20 years old and used to be in all the DTP houses and edit suites as the gold standard of tablets. You can still pick one up on eBay and other forums.
I also have in my one machine a 1070 ti GPU, the earliest Nvidia driver for which just happens to be for Windows 7.
Wacom stopped supporting this and other serial tablets a long time ago, when USB tablets and Windows 8 came along. Since then, most PC’s no longer even have serial ports (they look like old VGA ports!
Buying a new tablet comparable to the GD-1218 costs a fortune! So here’s what I worked out.
I bought a PCI to serial adapter card on Amazon for under £10 and installed it. I already have a licensed version of Win 7, which I installed on its own SSD.
It all works perfectly! FYI, on that machine I have three bootable SSD’s — Win 7, XP Pro and Win 10 Pro. Win 10 can’t use the Wacom, Win XP can’t use the 1070 ti but Win 7 does both!
So Blender 3.x on that is a huge YES!
